The First Charter

Winter has turned every inventory into a target.

Stonegate refuses Versailles's demand for a map of its private stockpiles. Then requisition teams arrive with the map anyway. They know which garages conceal food, which homes hold fuel, and where the last working generators are kept. Someone inside Stonegate traded consent for aid.

Daniel Mercer enters the first lethal winter as a ration-board chair, a reluctant delegate, and a man still carrying the consequences of his earlier decisions. Disease spreads through crowded shelters. Heating fuel disappears. Carter Vale offers medicine and coordinated security, but his political design would let controlled wealth purchase permanent power.

When evidence implicates the radio engineer Daniel already distrusts, he makes a choice that silences Stonegate's most important warning network. The cost arrives before the truth does.

Now Daniel must uncover who betrayed the neighborhood while building a coalition among hostile compacts, farms, and downtown survivors. Exposing the culprit could destroy the only security force capable of holding Versailles together. Concealing the truth could make Central Kentucky's first durable charter dependent on an unforgivable secret.
