In der Behindertenhilfe hat im vergangenen Jahrzehnt ein Wandel weg von der Versorgungsmentalität hin zu einer selbstbestimmten Lebensführung und der Stärkung der Selbstbestimmungsrechte von Menschen mit Behinderungen stattgefunden. Mit dem im Jahr 2001 eingeführten Sozialgesetzbuch IX, Rehabilitation und Teilhabe behinderter Menschen , wurde der Grundstein für diesen Paradigmenwechsel gelegt. Der hier verankerte Paragraph zur Ausführung von Leistungen, Persönliches Budget schafft eine rechtliche Grundlage dafür, dass Menschen mit Behinderungen ihren gesetzlichen Hilfeanspruch in Form von Geldleistungen oder Gutscheinen in Anspruch nehmen können, und kommt somit den Forderungen nach mehr Freiheit und Selbstbestimmung in hohem Maße nach. Alexandra Prochnow erörtert in diesem Buch ausführlich die Frage, ob das Persönliche Budget tatsächlich mehr Selbstbestimmung für Menschen mit kognitiver Beeinträchtigung bedeutet. Anhand des Modellprojekts PerLe im Bereich der Freizeitgestaltung wird gezeigt, dass das Persönliche Budget einen Zugewinn an Selbstbestimmungsmöglichkeiten bewirken kann. Prochnow stellt jedoch ebenso fest, dass das Persönliche Budget in erster Linie für Menschen mit einem niedrigeren Unterstützungsbedarf ausgelegt ist und Menschen mit einer kognitiven Beeinträchtigung im vollstationären Bereich unter Umständen von dieser neuen Leistungsform ausgeschlossen werden.
