Humanity without Borders

Humanitarian crises increasingly spill across borders-displacement does not stop at frontiers, climate hazards damage shared ecosystems, and violence can cut off entire regions from assistance. Yet governance "beyond borders" remains more of a normative hope than a working concept. This book closes that gap by presenting the Humanity Without Borders Index (HWBI)-a pilot framework for assessing transboundary humanitarian governance across five essential dimensions: structural access, capability restoration, boundary-spanning inclusion, institutional accountability, and local sustainability. Drawing on Positive Peace, the Capability Approach, and cosmopolitan thought, the book operationalizes these concepts through nine real-world case studies across South Asia, Sub-Saharan Africa, the Middle East and North Africa, and Latin America. From Bangladesh's cyclone preparedness and Pakistan's 2022 floods to the Syria cross-border mechanism, the Jordan Compact, and the Colombia peace accord, each case illustrates how humanitarian responses can either reduce or reinforce structural barriers to protection and freedom. The book does not pretend that transboundary humanitarianism is automatically superior to territorial approaches. Instead, it treats cross-border governance as one contestable option among several-one that must be assessed on its own merits. It asks: Under what conditions does an international response actually improve on what the host state could plausibly have delivered on its own? When does international involvement entrench donor influence and reproduce hierarchy rather than empower local actors? The answer, as the pilot findings suggest, is complex. Transboundary aid tracks closely with whether funding is durable, whether the response is locally owned, and whether the host state's capacity and sovereignty are being eroded by conflict or great-power rivalry. The book offers a graded agenda for future research, including multi-coder reliability testing, empirically grounded weighting, and extension to more cases before any firmer conclusions or policy recommendations are warranted.
