In both the USSR and present-day Russia, there has been a noticeable gap between the way in which the modern Russian state (16th to 20th centuries) emerged as an institution and the way in which the country's rulers commonly exercised their power. The hypothesis that Tamara Kondratieva adopted as the basis for this book is that the Bolsheviks revived the government's former nourishing function. As from the 18th century, when the latter reoccupied the previously abandoned Kremlin, they formed a nomenklatura type of hierarchy whose supply network was reminiscent of the food-donation practices observed at the court of the czars in the 16th to 17th centuries.Unlike the government of the Ancien régime, in France, for example (as well as in many other European countries), which was more often interpreted as a symbol of Justice, the Russian state has always been symbolically associated with food. In fact, in Russian, the words for "governing" and "nourishing" share the same semantic root. This symbolism, which already existed in the time of the czars, was revived by the Russian Revolution and is still just as meaningful today.
